Definitive Flessel from the “Platinum Age” of comics.  This has long been considered a classic as well as being incredibly difficult to locate.  I believe I have seen one copy of this come to market in the last 5 years. I know the Church copy was auctioned off in the early 90s, other than that, I see no sales.
18 Universal copies on the CGC census actually sounds high to me.  The church copy rings in at a 9.0 and is the top graded copy, with a lone and respectable 1.5 at the bottom.  It is probably important to note with a book like this, 18 is quite likely to be the actual known number of copies in existence.  Sure there could be a copy or 2 out there in private collections but I really do believe this is a true Golden Age ghost.

Honestly, I have no idea what’s going on with this cover by Rudy Palais.  I do know I like it and I want it.  Apparently I am not alone in this as prices are by no means cheap when a copy can be located.

2 on the census…  A 9.6 and a 5.5.
